Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Defense Guarantee from Partner Nations

President Zelensky has stated that European allies have failed to provide solid assurances that they will protect his country in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, full security guarantees have yet to be solidified. The US, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the announcement made in the French capital.

President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
